A livable single-person salary in Victoria starts at roughly CAD 46,000 gross for a budget lifestyle. The moderate tier needs meaningfully more, and the gap is wider than it looks.

CAD 46,000 gross nets roughly CAD 36,000 a year, or CAD 3,000 a month, at an estimated effective rate near 22 percent once BC provincial tax, CPP and EI are counted, typical rather than a filing calculation. That clears the budget line by nearly CAD 900, but falls about CAD 519 short of moderate, roughly 15 percent under it rather than just above it.
Reaching the moderate tier means netting about CAD 3,519 a month, or a little over CAD 42,000 a year after tax.
